What this document is

One repeatable way to vet every deal

Volume I establishes a standardized governance framework for evaluating, financing, constructing, and operating Accessory Dwelling Unit (ADU) projects.

It unifies enterprise governance, project management, financial analysis, risk management, and real-estate development — aligned to HUD, USDA, and VA best practices, Louisiana regulations, community-development finance, and VI-PAR™ impact measurement.

The result is a set of repeatable decision instruments that make every housing deal reviewable the same way.
